Are uploaded pictures classed as professional?

Hello,
So I've spent 5 days in London (UK) and on my last day today I was asked what kind of pictures I was taking up by city hall on queens walk. Picture of city hall area.
I said for hobby purposes (because I've only just started taking photos this year). I did ask what the problem may be and was responded with "this is public/private land".
I asked how this might be a problem and the guy responded that anywhere on a specific paving was owned by some company and anyone who took pictures there for professional reasons would be subject to being charged £150 per hour to take photos.
He further went on to say that anything uploaded to Facebook or similar would be considered as professional he added the caveat "of course you get the tourists taking photos anyway".
As a note - I've been openly walking into buildings and asking politely if I can take pictures inside. A lot of places don't mind (including inside of city hall itself) but others do for certain stated reasons (like taking photos inside of the hippodome casino(even if I just wanted to take photos of the architecture).
How much of this is true?
