Most scenic route from Flagstaff to Mesa Verde?

Hello Arizona! I will be driving through your amazing state in a couple days (coming from CA) on the way to Mesa Verde in SW Colorado. I have only crossed through on I-40 before, and although I have stopped at the meteor crater and Painted Desert/Petrified Forest, I have never actually ventured north of Flagstaff or I-40. Google is telling me to take 89 to the 160, but I also see 191 as an option, or even taking 491 up through western New Mexico. Anybody know about each of these ways? Which one is more scenic? I'll mostly be passing through but wouldn't mind stopping for a couple hours on the way to see stuff if there is something I really need to see. Would love your tips on each of these ways to go! Thanks in advance! Also I'm planning on staying at the Twin Arrows Navajo Casino Resort for a night and curious if that is a horrible idea or if there is a better place to stay near Flagstaff.
